Final Fantasy VI help!

I want to fight the final battle (I'm able to at this point of the game), but I don't have all my party members back. I have Celes, Sezter, Cyan, Sabin, Terra, and Edgar. The thing is, I need Locke and the old guy (forgot his name) so I can have enough characters in Kefka's Tower. Where do find Locke, and where is a good place to level-up so I can free the old man from whatever slave spell he is under?

To get Strago you need Relm first. I would also advice to get Gau, Mog and Gogo, they are all fairly easy to get. To get Locke is a bit of a hassle, you need to go to phoenix cave, which is in the middle of the pentagon shaped mountain northwest of Tzen. Gau can be picked up at the Veldt (have 3 chars in your party so he can join). Mog can be picked up in the Moogle Hideout in the Narsche Caves. Gogo can be gotten on the triangle island, let a ZoneEater monster engulf your entire party. Relm can be gotten in Jidoor (if you waited for Shadow at the end of Floating Continent). If you didn't wait, she can be found in the Cave on the Veldt before going to Jidoor.

Leveling up is best in a forest north of Doma. If you're not strong enough for that yet, try outside the forest there.

The forest on the veldt is the best for levelling up in the WOR, that's where the Dinosaurs lurk. :P

If all this time has passed & he still hasn't beaten it, I don't think leveling ANYWHERE is gonna help much...>_>
