It's a very stupid one, more than likely.
We all start off with 10 points rep, right? Doesn't that mean that we are unable to give anyone positive rep, because we're not at a level which allows it? Does it have to do with post count?
I've given a few rep points to people, and I'm thinking now that maybe they're little black dots ie: No good.

You can rep people at any point but your rep will be grey (no effect) if you have less than ten posts or a certain amount of reputation, if that feature is turned on and the numbers haven't been altered.
I can't remember exactly what that amount of reputation is, but it's less than ten.
10 rep points is the default we all start with but once you get 10 posts you'll be able to use your rep to give 1 point. the feature was turned on yesterday but the postbit which showed your rep power was removed (which showed i could give 1 point after i got 10 posts) so i'd need to check to make sure that 10 posts isn't required.
i've just checked and you will need 10 posts before you can give postive or negative rep. below 10 posts means neutral rep.
You need a minimum of 7 rep points and 10 posts for the hits to count. I suppose I should post up that "All about reputation" thread again.
Why thank you. That's a lot clearer and since I've got my post count up in a non-spam-forum way, it means the rep I gave will be positive. Yeys.

will the grey rep points become green after the user is alloud is able to give rep with it actually doing something?
no. once you were given the rep it stays either good, bad or neutral and won't change over time
